Or il se trouve justement que les recrutements sont gelés. Face à ces réalités, les pouvoirs publics auraient demandé aux Agents grévistes d’attendre les résultats du recensement. Pendant ce temps, les arrêtés 389 et 390 relatifs au gel des carrières jugés irréguliers, ne devraient plus s’appliquer car, « il y’a une décision de la cours constitutionnelle qui date du 30 0ctobre 2018 qui demande au gouvernement de surseoir ces mesures et les décisions de la cours constitutionnelles sont irrévocables mais le gouvernement a continué de dérouler ces mesures jusqu’à aujourd’hui en 2020 », a argumenté Régis MALEMBE. Le ton est donné ; ces travailleurs disent ne reprendre le service que si au moins, la moitié des 144 recommandations retenues au sortir du dernier forum leur est accordé : un bras de fer qui s’annonce rude.
