Après 14 jours de préavis de grève, le gouvernement n’a pas accédé à la requête du SNEC, le Syndicat National des Enseignants et Chercheurs. Conséquence, une grève de deux semaines renouvelable a été votée à l’unanimité à l’issue de l’assemblée générale de ce 14 juin 2021. Seulement, le rectorat de l’Université Omar Bongo a au même moment, convoqué le SNEC-UOB pour entamer les négociations : une démarche qui ne répondrait à aucune norme syndicale, selon Jean Rémi Yama, le Numéro un du SNEC-National, qui entend aller jusqu’au bout de sa logique.
Tous les portails seront fermés à partir de cet après-midi, avec une petite ouverture pouvant permettre aux étudiants et enseignants à pieds, d’accéder à leur lieu de service ou d’étude. Cette décision collégiale est irréversible, à moins que le gouvernent décide enfin de se saisir du dossier de ces Enseignants et Chercheurs.
Chemin faisant, Jean Rémi Yama a présenté son mode opératoire : « dès qu’on finit là, on dresse un procès verbal qui sera envoyé dès 15 heures à chaque Recteur d’université et à chaque Chef d’établissement pour dire que le SNEC-National est en grève, à compter d’aujourd’hui, et que nus allons progressivement procéder à la fermetures des portails, en laissant les portillons ouverts pour permettre à ceux qui ne suivent pas le mouvement de grève, de vaquer à leurs occupations ».
Si de manière symbolique le portail de l’université Omar Bongo a été rouvert pour quelques temps ce 14 juin, c’est parce que le rectorat a subitement décidé d’entrer en négociations, comme pour court-circuiter le mouvement enclenché par le SNEC-National.
Pour faire plier le gouvernement, la mobilisation doit être de mise car, « le gouvernement ne nous appellera à la table de négociations que si nous sommes en situation de rapport de force et le seul rapport de force, c’est quand il verra que sur 300 enseignants, il n’y a que 10 qui font cours. En ce moment, il va nous demander : que voulez-vous, même s’il sait ce que nous voulons », a tenu à préciser le premier Responsable du SNEC, affirmant que cette démarche leur éviterait de tomber dans le piège du gouvernement selon lequel : « l’ouverture des négociations entrainera la suspension immédiate de la grève, ils seront obligé de nous donner d’abord des choses que nous allons apprécier et un chronogramme sur le reste ».
A titre de rappel, les droits lésés de ces Enseignants et Chercheurs notamment, la régularisation de leurs situations administratives, l’arrimage des pensions retraites au nouveau système de rémunération et le paiement des vacations sont entre autres, les mobiles qui justifient cette grève.
