C’est depuis février 2023 qu’Emmanuel Mve Mba sous la bannière du CAPPE a saisi le Ministre de la Communication afin qu’une solution idoine soit trouvée sur ce dossier vieux de plusieurs années et qui donnait le sommeil de crocodile aux habitants de Bikélé Rail constitués en collectif.
Et pour « respecter le droit à la propriété tout en sauvegardant la paix sociale, le ministre en charge de la communication a bien voulu engager le mois de février 2023, un certain nombre d’action en vue de rapprocher les partis en conflits pour une solution amiable et consensuelle », a déclaré Emmanuel Mve Mba, le Président du CAPPE.
Parmi ces actions, la mise en place d’une commission tripartite composée du CAPPE, du collectif des occupants, et la poste SA sous la modération du Ministère de la Communication. Selon le rapport du Président du CAPPE, cette commission a joué les rôles suivants: « identifier l’ensemble des occupants du site le jour du démarrage des travaux ; déterminer les situations exactes des partielles occupées ; définir les conditions de régularisation administrative de chaque occupant ; réajuster le plan d’attribution initiale et acter de l’attribution effective et définitive des partielles tant aux occupants qu’aux attributaires de la poste SA ».
Ce travail s’est soldé par la signature presqu’ inespérée du du protocole d’accord par le collectif des habitants qui par la voix de Martial Mikouama le Président, a remercié le ministre de la Communication: « les populations de Bikélé Rail tiennent à vous témoigner leur profonde gratitude … Nous voulons que votre nom soit associé à l’histoire de ce quartier. C’est pourquoi nous voulons baptiser le carrefour juste après les rails, de votre nom. Ce carrefour s’appellera désormais, carrefour Mboumba Bissawou », a t-il annoncé.
Face à une si grande marque de reconnaissance, et le dénouement heureux de cette affaire, Rodrigue Mboumba Bissawou le Ministre en charge de la poste n’a pas caché son satisfecit: « je suis content de savoir que ce qui nous opposait est désormais derrière nous […] Il fallait qu’on s’asseye, que chacun parle et dise ce qu’il avait sur le cœur et finalement vous avez vu, autant les postiers que les occupants de Bikéké qu’on n’appelle plus les squatters mais les occupants, ont trouvé la solution… Il ne fallait pas que les conditions soient dures pour vous mais qu’elles ne soient pas pénalisantes non plus pour la poste et on a réussi à trouver un équilibre ».
Le Légaliste Emmanuel Mve Mba le Président du CAPPE tablant sur « la confiance mutuelle entre le personnel de la poste SA, propriétaire légal du site et vous, les occupants, désormais propriétaire légitime concédé par la poste », a fait mention d’un « comité de suivi-évaluation qui sera mis en place et qui permettra de réguler sans complaisance tout engagement pris lors de la tenue de ladite commission (citée plus haut), c’est pourquoi nous sommes tous tenus au respect desdits engagements, à la solidarité, à l’unité des cohabitants et bien entendu au respect de la loi ».
Même si la reconnaissance du collectif à l’égard du CAPPE n’était pas à sa juste valeur comme pouvait le faire remarquer quelques observateurs, le dossier « Squatters de Bikélé » a eu un dénouement heureux. Rappelons que les occupants ont 36mois pour être propriétaire ou pas, du lotissement occupé.
