Devant les juges constitutionnels, le Général Brice Clotaire Oligui Nguema désigné le 30 août dernier par l’ensemble des généraux des différents Corps de Défense et de sécurité pour conduire la Transition mise en place à l’issue des résultats des élections du 26 août dernier a prononcé son serment.
« Je jure devant Dieu et le peuple gabonais de préserver en toute fidélité le régime républicain , de respecter et de faire respecter la charte de la transition et la loi, de remplir mes fonctions dans l’intégrité supérieure du peuple, de préserver les acquis de la démocratie, l’indépendance de la patrie et l’intégrité du territoire national. Je m’engage solennellement et sur l’honneur à tout mettre en œuvre pour la réalisation de l’unité nationale . Je le jure ».
La Cour Constitutionnelle a pris acte, renvoyé le Président de la Transition à l’exercice de ses fonctions, et procédé ensuite à son installation. Dans son mot de circonstance, le Général Brice Clotaire Oligui Nguema a officiellement décliné au peuple sa vision et la trajectoire visée par le CTRI dans ce processus de restauration.
Sa feuille de route repose entre autres sur la rédaction d’une nouvelle Constitution qui implique tous les acteurs de la société, la révision du Code électoral et un Code pénal qui garantisse les mêmes chances à tous. Il a saisi ces moments pour annoncer la composition prochaine d’un gouvernement constitué de personnes expérimentées.
Lesquelles devront dans l’urgence appliquer les mesures telles que le retour au pays de tous les exilés politiques , le rétablissement de la bourse au Secondaire, la libération des prisonniers d’opinions, l’accompagnement des PME par les banques locales, la révision des lois sur l’attribution des titres fonciers et l’acquisition
de la nationalité.
L’organisation de nouvelles élections transparentes fait également partie intégrante de son action. Car, « Notre pays mérite des institutions fortes, crédibles, une gouvernance assainie, plus en phase avec les normes internationales en matière de respect des droits humains, des libertés fondamentales, de la démocratie, de
l’État de droit » a-t-il déclaré.
Cet événement a vu la participation du corps diplomatique, des représentants des Institutions internationales, de la société civile , des confessions religieuses, des partis politiques, des chefs traditionnels, des anciens membres du gouvernement et des institutions. Cette cérémonie solennelle inédite et ouverte au public a été marquée par des tirs de 40 coups de canon et une parade militaire.
