Le mutisme de l’administration de l’Hôtel de ville a fini par pousser les partenaires sociaux à sortir de leur réserve. C’est ainsi que Joe-Fred Madouta, le président du SYLAML, syndicat libre des agents de la mairie de Libreville et les siens se sont retrouvés pour voir dans quelle mesure faire plier l’administration et obtenir gain de cause.
S’il est vrai que deux préavis de grève avaient respectivement été déposés par le SYLAML et la FAL (une fédération de 5 syndicats de la mairie de Libreville) sur la table de l’administration de Christine Mba Ndutume et qu’à l’époque, la procédure semblait suivre son cours normal, le SYLAML a fait observé qu’au finish, rien de concret n’a été fait.
« Nous avons été appelés à la table des négociations suite au dépôt de ces préavis de grève, nous avons discuté, nous sommes tombés d’accord avec l’administration de respecter les points d’accord contenus dans un protocole d’accord en date du 22 avril 2022. Nous nous sommes accordés un délai de trois mois pour mettre en musique toutes les décisions qui avaient été prises. Malheureusement nous sommes surpris de voir la mauvaise foi de l’administration ; on peut vous dire que rien n’a été fait dans le sens voulu », a expliqué Joe-Fred Madouta.
Parlant justement des points de revendication de ces agents de la mairie, l’on note : « Le départ des fonctionnaires et du personnel provenant du secteur privé et autres contractuels ; la prise des actes de gestion du personnel suite aux travaux de la Commission Administrative paritaire tenue du 12 novembre 2021 au 24 janvier 2022 ; la mise en solde des agents recrutés depuis plusieurs années ; le paiement de tous les droits des agents admis à faire valoir leur droit à la retraite ; le paiement aux ayants droits, des derniers droits des agents des décédés ; l’application de la nouvelle grille de rémunération et la revalorisation du point d’indice ; la suppression des sursalaires et tous les avantages indus accordés à certains capricieux de notre administration », a détaillé le président du SYLAML.
Autres faits décriés par les membres du SYLAML, « depuis pratiquement 10 ans, la carrière et le social des agents municipaux sont bloqués. Nous avons posé le problème à l’administration qui a d’ailleurs reconnu la pertinence de la revendication. Nous nous sommes accordés à dire que les textes doivent être pris dans le sens que la carrière des agents qui est évolutive soit prise en compte. Malheureusement à ce jour, aucun texte n’est pris au bénéfice des agents municipaux », a regretté Joe-Fred Madouta, le président du SYLAML.
Avant une quelconque prise de décision, une assemblée générale déterminante se tiendra sous peu, et à l’issue de celle-ci, la base décidera si le vin qui est tiré devra être bu ou pas. Mais en attendant, le SYLAML interpelle le Président de la République pour arbitrage.
