L’Afrique fait partie des solutions pour lutter contre les changements climatiques dans le monde, mais elle se trouve souvent victime de certaines situations comme les inondations et la déforestation. Pour que cette solution reste parraine dans le bassin du Congo particulièrement, les pollueurs et les bailleurs de fond devraient revoir leur stratégie d’appui aux communautés.
Sur la question, Nicaise Moulombi le Président du ROSCEVAC ou réseau des organisations de la société civile pour l’économie verte en Afrique centrale propose : « nous avons besoin de travailler avec les CER c’est à dire les communautés économiques régionales qui elles, devraient coordonner les actions, soutenir les États, et faire la mobilisation des financements car au lieu que ces financements arrivent par les pays sous le prétexte qu’il y’en a qui ont des problèmes de transparence, de gouvernance, et de corruption, on ne donne pas l’argent aux Etats, mais parallèlement on refuse aussi de donner l’argent aux communautés économiques ». Un argumentaire qui semble être un faux prétexte selon Nicaise Moulombi, qui estime que « la BDAC par exemple peut être une agence de mise en œuvre ».
Parlant justement de ces financements, la population a-t-elle la visibilité des actions financées et faisant allusion à la reconversion de la dette en particulier, « la France a injecté beaucoup de milliards sur ce financement mais aujourd’hui est-ce qu’on est capable d’évaluer et de voir à quoi a exactement servi cet argent ? Est-ce que la population est capable de toucher du doigt les réalités financées par ce type de financement ? », s’est interrogé Marc Ona Essangui, le Secrétaire exécutif de BrainForest.
Selon lui, c’est la gestion des financements qui poserait problème car une évaluation des financements injectés et les réalisations montrerait un grand fossé ; le cas du conflit homme-faune : « dans le conflit homme-faune vous avez énormément de financements ; le financement de la banque mondiale et celui de l’Union Européenne mais aujourd’hui, les populations se plaignent qu’ il n’ y a pas de compensation quand les éléphants détruisent leurs plantations mais on annonce de gros financements depuis des années sur le conflit Homme-Faune et la protection des éléphants », s’est inquiété le Secrétaire exécutif de BrainForest.
Que faire donc pour permettre aux communautés de bénéficier des accompagnements ? « On a beaucoup d’initiatives, j’ai participé à la formation des organismes communautaires de base (OCD) appelés des MMD au Niger. Nous les formons dans un plan d’affaires et à la recherche de financements, comment avoir accès aux financements ; nous leur créons des comptes dans des banques […] A travers ces OCD, on peut toucher les populations locales donc les cibles, les gens qu’il faut parce qu’il y a beaucoup de financements qui viennent mais la totalité n’est pas au nom de ces communautés locales, or si ces communautés reçoivent elles-mêmes leurs financements, elles peuvent s’adapter facilement », a déclaré Bagalé Abba, volontaire des Nations Unies (PNUD) au Niger.
De cette semaine africaine du climat, sortiront des résolutions capables de mieux gérer la gestion des financements au profit des communautés.
