« Je voudrais d’abord saluer la participation massive des Femmes Gabonaises Leaders à ce programme de renforcement de capacités qui a été financé par l’ Institut International Républicain IRI. Nous remercions particulièrement Madame Majda El Bied, la Représentante régionale qui a été très impliquée dans ce processus qui consistait à renforcer les capacités des femmes dans le processus électoral, rappelant l’importance de tous à participer au processus Électoral.
La question de l’inclusion a été au cœur des travaux: l’inclusion des femmes, des jeunes, des personnes vivant avec un handicap, ainsi que les peuples autochtones et autres minorités. L’idée c’est non seulement d’éveiller les consciences de toutes ces cibles là mais aussi, de les utiliser comme des acteurs de sensibilisation auprès de toutes les populations pour s’engager dans le processus électoral.
On a rappelé le cycle électoral qui compte la phase préélectorale, la phrase électorale, et la phase post-électorale et qu’il s’agisse des institutions (nous avons ces acteurs institutionnels), mais nous avons également les acteurs non institutionnels que sont les citoyens, les électeurs, les candidats et la société Civile. Donc chacun doit jouer son rôle pour que nous ayons un processus électoral inclusif dans lequel tout le monde peut se reconnaître, et nous voulons lutter contre l’abstention qui est une entorse à la démocratie, car dans un processus démocratique, tous les acteurs doivent être impliqués ».

Donc nous voulons arrimer la représentativité des femmes dans les sphères décisionnelles et du Parlement, conformément aux engagements du Chef de l’État.
Nous savons que nous avons une loi sur les quotas de 30%, nous voulons au moins que ces 30% soient palpables; que ce texte soit mis en application; nous avons une proposition de loi sur la parité, mais pour exercer ces droits, il faut que les femmes soient outillées, il faut que les femmes s’intéressent à la chose politique, et nous avons constaté que les femmes sont très nombreuses en politique mais dans les rôles de suiveurs et le rôle d’animation.
Nous voulons que les femmes soient également dans la décision, qu’il y’ ait davantage de candidatures, et c’est l’objet de la Plateforme Challenge Démocratie Féminin pour que nous ayons davantage de femmes qui se présentent aux élections, et qui soient élues ».
Les lois, conventions et textes conférant certains droits aux femmes, aux jeunes, aux personnes vivant avec un handicap, aux populations autochtones et autres minorités existent; pouvez-vous mentionner quelque uns sur lesquels vous vous appuyez?
« La Convention sur l’élimination de toutes les formes de discrimination à l’égard des femmes (CEDEF) adopté en 1979 occupe une place importante parmi les traités internationaux relatifs aux droits de la personne humaine car elle rappelle les droits inaliénables des femmes, moitié de la population mondiale.

« Tout simplement faire le plaidoyer auprès des institutions chargées du processus électoral notamment le Centre Gabonais des Élections d’intégrer dans sa stratégie cet impératif d’inclusion. Nous avons tout au long de nos travaux remarqué que les femmes sont représentées autour de 14%, dont une seule femme parmi les sept membres. A cet effet, nous sommes déjà en porte à faux avec la législation en vigueur. C’est donc un appel pour qu’il y’ ait plus d’inclusion et pourquoi pas, un accompagnement spécifique pour des femmes candidates.
On a vu dans d’autres pays en termes de bonnes pratiques, qu’il existe parfois des fonds qui sont dédiés spécifiquement aux candidatures féminines. Nous avons vu que les femmes peuvent aussi s’engager dans l’observation des élections et à ce niveau-là, les textes ne sont pas suffisamment clairs: on parle des observateurs internationaux, mais pas des nationaux; donc c’est une opportunité pour les femmes de jouer un rôle en tant qu’actrice dans le processus électoral ».

« Nous voulons davantage inviter les femmes à jouer un rôle en tant qu’actrice dans le processus électoral, nous voulons les inviter à oser, à intégrer la politique, à se présenter aux élections comme candidate, et nous pensons qu’en terme de textes, nous avons déjà les droits acquis; c’est maintenant à nous et aux institutions chargées de la mise en application de ces textes-là, de pouvoir traduire en actes ces engagements que ce soit du Chef de l’État, ou de la Première Dame. Ce sont les droits acquis, 2023 c’est vraiment l’année indiquée pour que nous ayons des résultats probants.
Nous avons parlé des mesures spéciales temporaires soit de nomination des femmes au Parlement, ou alors de réserver les sièges uniques pour les candidatures féminines. Ce sont des des actions phares de discrimination positive qui ont été utilisées dans le pays pour rattraper le retard, et accélérer l’égalité en terme d’égalité des sexes et l’inclusion; le maître mot c’est de ne laisser personne de côté.
Notons que dans l’ossature de la gouvernance du pays, et toutes les couches de la société, ce sont les femmes qui représente 52 % de la population: que ce pourcentage se reflète et se traduise effectivement dans la gestion du pays ».
