L’action est engagée depuis plus de deux semaines et a débutée par la province du Haut-Ogooué dont est originaire Marcel Libama qui a fait un constat alarmant : une rentrée administrative d’une semaine ; des élèves qui doivent se réinscrire et payer 5000 francs d’APE obligatoire par tête, et avoir tous les manuels si non presque, avant d’entrer dans une classe dont l’effectif dépasserait les 100 élèves; compte tenu du très faible nombre d’enseignants disponibles dans les établissements, du fait du processus de mutations et affectations jugé non conforme par Marcel Libama.
Pour mieux comprendre de quoi il est question, Marcel Libama plante le décor : « il est tout à fait normal qu’après une semaine de cours, nous fassions un bilan de ce boycott citoyen et de la rentrée guignole, rentrée précipitée, de la rentrée politicienne, de la rentrée des collégiens du bord de mer », a-t-il déclaré d’un ton dur et sec.
Dans le même élan, il a jouté : « Une semaine après la rentrée, nous pouvons nous féliciter, toutes les neuf provinces ont répondu massivement au boycott de cette rentrée façon-façon. C’est un message que les gabonais ont voulu lancer à nos gouvernants […] Le premier boycotteur de cette rentrée scolaire s’appelle le gouvernement car 80% de ce boycott nous le devons au gouvernement ; c’est pourquoi je vous demande de féliciter le gouvernement ».
Selon Marcel Libama, l’un des motifs à l’origine de ce boycott est l’absence des frais de déplacement des enseignants toujours non pris en compte par l’État comme le stipule l’article 14 du décret 23/PR du 6 janvier 2005 fixant les modalités de prise en charge par le budget de l’État, des déplacements des agents publics : « les déplacements définitifs pour cause d’affectation, de fin de contrat ou de départ à la retraite donnent lieu à la prise en charge du transport de l’agent public, de sa famille et de ses bagages », a bien fait remarquer Marcel Libama.
Avant de poursuivre en ces termes : « nos mutations et nos affectations sont intervenus presqu’ au même moment que la rentrée scolaire et quand vous regardez ces affectations, c’est une honte pour notre République […] dans cette décision d’affectation, il y’ a des individus affectés dans deux provinces, des agents en catégorie A2 mais qui se retrouvent DAP, des Conseillers Pédagogiques devenus Chef de circonscription scolaire alors qu’ils devaient être Chef de base pédagogique ; vous y trouverez aussi une personne proviseur, la même personne est Censeur et est admis en stage, vous y trouverez des morts et des retraités… », dira Marcel Libama, tout en précisant que Camélia Ntoutoume Leclercq le ministre de tutelle, « est responsable mais pas coupable » dans cette situation, au regard des nominations qui lui seraient quasiment imposées.
Pour Josias Abeigne Bibang, le Président du GRALSENS entendez, Groupe de Réflexion et d’Action des Leaders et Syndicats Soudés de l’Éducation Nationale et de l’Enseignement Supérieur, «la principale raison pour laquelle cette rentrée n’est pas effective est la situation financière et matérielle des parents ; ce n’est pas le manque d’informations, ils sont bien informés et ce n’est pas qu’ils ne soient pas prêts et je le répète car même si l’on revoyait la rentrée pour décembre, il y ‘en a qui diront toujours, nous ne sommes pas prêts pour envoyer nos enfants à l’école », a-t-il déclaré, avant de conclure : « madame le ministre a fait un effort cette année pour que les affectations sortent à temps ».
Quoiqu’il en soit pour Marcel Libama, fixer la rentrée scolaire pour le 5 septembre avec tous les paramètres cités plus haut était un signe précurseur : « les parents d’élèves sont pressurisés aujourd’hui par la flambée des prix des denrées alimentaires et la flambée des prix des fournitures scolaires. Une rentrée scolaire précipitée devait exiger de la part du gouvernement, des mesures d’accompagnement ; ce qui n’a pas été le cas ».
Le message passé, Marcel Libama a affirmé que son action ne vise nullement un quelconque appel à la grève car a-t-il précisé, « le boycott n’est pas la grève » : Affaire à suivre.
