Pour mieux comprendre de quoi il est question, Marcel Libama plante le décor : « il est tout à fait normal qu’après une semaine de cours, nous fassions un bilan de ce boycott citoyen et de la rentrée guignole, rentrée précipitée, de la rentrée politicienne, de la rentrée des collégiens du bord de mer », a-t-il déclaré d’un ton dur et sec.
Dans le même élan, il a jouté : « Une semaine après la rentrée, nous pouvons nous féliciter, toutes les neuf provinces ont répondu massivement au boycott de cette rentrée façon-façon. C’est un message que les gabonais ont voulu lancer à nos gouvernants […] Le premier boycotteur de cette rentrée scolaire s’appelle le gouvernement car 80% de ce boycott nous le devons au gouvernement ; c’est pourquoi je vous demande de féliciter le gouvernement ».
Selon Marcel Libama, l’un des motifs à l’origine de ce boycott est l’absence des frais de déplacement des enseignants toujours non pris en compte par l’État comme le stipule l’article 14 du décret 23/PR du 6 janvier 2005 fixant les modalités de prise en charge par le budget de l’État, des déplacements des agents publics : « les déplacements définitifs pour cause d’affectation, de fin de contrat ou de départ à la retraite donnent lieu à la prise en charge du transport de l’agent public, de sa famille et de ses bagages », a bien fait remarquer Marcel Libama.
Avant de poursuivre en ces termes : « nos mutations et nos affectations sont intervenus presqu’ au même moment que la rentrée scolaire et quand vous regardez ces affectations, c’est une honte pour notre République […] dans cette décision d’affectation, il y’ a des individus affectés dans deux provinces, des agents en catégorie A2 mais qui se retrouvent DAP, des Conseillers Pédagogiques devenus Chef de circonscription scolaire alors qu’ils devaient être Chef de base pédagogique ; vous y trouverez aussi une personne proviseur, la même personne est Censeur et est admis en stage, vous y trouverez des morts et des retraités… », dira Marcel Libama, tout en précisant que Camélia Ntoutoume Leclercq le ministre de tutelle, « est responsable mais pas coupable » dans cette situation, au regard des nominations qui lui seraient quasiment imposées.
