Ouvrant les travaux, Jean Christophe Mboyi le Secrétaire Permanent du MAEP/Gabon a présenté les membres du MAEP continental « venus pour une mission de soutien visant à donner des rudiments nécessaires sur le processus et le questionnaire » : le Docteur Rachel Mukamunana, la Directrice des évaluations s’est fait le plaisir d’exposer sur l’importance du MAEP, évoquant le rapport d’évaluation-pays, le rôle d’un ITR ou Institut technique de Recherches.
C’est à la suite de cette présentation que le Docteur Ousmane Diallo le Chef de la délégation et membre du Panel Éminentes Personnalités du MAEP en charge du Gabon a expliqué le process et les étapes préalables : « dans les semaines avenir, il y’ aura des ateliers de formation pour bien maîtriser les outils d’investigation du MAEP. Ensuite, la commission nationale et le Secrétariat Permanent vont procéder au recrutement des bureaux d’études qui vont aider à la préparation de l’élaboration du rapport national d’auto-évaluation par l’administration de questionnaire à l’ensemble des acteurs dans la capitale et à l’intérieur du pays ».
Le MAEP est un « instrument d’auto-évaluation auquel adhèrent librement et volontairement les membres de l’Union Africaine ». Le Gabon puisqu’il s’agit de lui, a adhéré à cet idéal il y’ a bientôt vingt ans donc depuis sa création en 2003, montrant ainsi sa volonté d’œuvrer pour le développement Socio-économique et la stabilité du pays aux fins de garantir son intégration sous-régionale et continentale.
Revenant justement sur l’adhésion du Gabon au MAEP, « cette adhésion procède de la volonté des plus hautes autorités à la mesure où celle-ci est volontaire et elle montre à la face de toute l’Afrique que le Gabon est engagé dans la voie de la promotion de la bonne gouvernance et du bien-être de la population gabonaise. C’est également la preuve que le gouvernement gabonais va donner à l’opinion nationale et internationale, tout son engagement et à poursuivre ce qu’il fait déjà très bien dans le sens de l’amélioration de la bonne gouvernance pour le bien-être des populations gabonaises », a renchéri le Docteur Ousmane Diallo.
A la fin des travaux, toutes les parties prenantes ont dit vouloir s’engager davantage ; c’est le cas de la Société Civile : « c’est une opportunité pour la Société Civile de parler pour les sans voix, de permettre à tous les citoyens de s’exprimer et de participer à la bonne gouvernance. Nous avons un grand défi parce que nous souhaitons qu’en février 2023, le Gabon puisse présenter son 1er rapport après 20 ans d’adhésion volontaire à ce processus ; donc la Société Civile est cet outil qui va travailler aux côtés des pouvoirs publics pour que nous puissions relever ce défi », a affirmé Pepecy Ogouliguende, Présidente de l’ONG Malachie.
Tout en sachant que le MAEP compte 42 États membres et que le rapport d’évaluation-pays ainsi que le plan d’action ont une validité de 5 ans ; chaque pays peut donc décider de reconduire les objectifs non atteints l’année suivante.
