L’idée ici est d’amener les uns et les autres de ne pas changer pour changer, mais plutôt d’arriver à des décisions politiques durables qui seront toujours respectées dans le temps.
Le président de Conscience et Action Citoyenne prend en exemple les apports de la Conférence Nationale de 1990, qui ont permis l’avènement de la démocratie dans le pays. Selon Florentin Moussavou, ce cadre aurait suffit d’amener les gabonais de tous les bords politique à discuter régulièrement ensemble.
Et pour cause, le président de CAC considère que le pays n’a jamais eu un moment de grande cohésion de son peuple comme le fût la conférence nationale. Le mieux qu’on puisse dire, on aurait pu faire le choix de poursuivre avec les décisions prises à cet effet.
Car, » ce n’est pas avec la multiplication de petits dialogues qu’on arrivera à rendre compte de notre histoire aux générations futures », a souligné Florentin Moussavou.
Pour ce dernier, nous devons nous atteler à façonner un seul récit national de l’histoire du Gabon. » On ne peut pas à chaque fois récrire notre histoire par des petits dialogues incessants, qui peuvent être perçus comme des fuites en avant », a-t-il lancé.
Notons que dans le cas du Gabon, il y a eu en 2017 le dialogue d’Angondjé qui survient après le dialogue d’Arambo, lequel vient après les accords de Paris en 1994 qui sont la suite de la conférence nationale. Au point de voir Florentin Moussavou se demander, quelle cohérence peut-il avoir derrière cette quête aux Conférences?
Cela dit, et en dépit de tous ces dialogues, la matrice demeure la conférence nationale. C’est pourquoi le président de CAC souhaite que celle-ci soit célébrée au Gabon comme un grand évènement dans l’histoire de notre pays.
Et le CND qui en est une de ses émanations aurait pu être une institution républicaine fondement de la vie politique, parce que plus dynamique et mieux structurer, de manière à figurer comme le cadre de concertation permanent entre acteurs politiques de tous les bords, en toute responsabilité, sécurité, en même temps qu’elle jouerait son rôle de régulation de la vie démocratique.
Donc, il s’agit aujourd’hui de faire le maximum afin d’éviter que le CND ne soit ramené à la dimension rachitique et quasiment toxique d’un lieu de diatribes, de confessions stériles et de vindicte, qui, à l’instar des autres institutions serait absolument budgétivore.
De plus, il s’est installé progressivement un sentiment d’inutilité et d’impuissance qui incite plutôt à se détourner de cette institution.
Pourtant le Gabon pourrait, avec le CND, apparaître comme un inventeur d’un modèle en Afrique pour la prévention des conflits par la concertation permanente et la garantie d’une capacité d’apaisement du débat entre responsables politiques.
Tout ceci nous amène au constat selon lequel, au bout d’une année le CND n’a pu inscrire une page porteuse dans le paysage institutionnel gabonais. Il est tout simplement invisible, transparent et inaudible.
Au-delà de ce vide laissé par le CND, Florentin Moussavou est conscient des apports que la recherche scientifique, peut avoir sur la bonne marche de la démocratie. C’est pourquoi son parti CAC, a démarré les séminaires de formation au profit de ses membres afin de les outiller sur l’environnement juridique et institutionnel de leur parti.
Cette démarche est d’autant plus fondée car ce parti créé le 7 mars 2018 et membre de la majorité républicaine, est en ordre de marche pour les prochaines élections présidentielle, législatives et locales où sa posture devrait consister soit à soutenir les candidats de la majorité ou à présenter ses propres candidats ».
Du reste, Florentin Moussavou nous est apparu très serein dans sa volonté à continuer de soutenir la vision du Chef de l’État Ali Bongo Ondimba. Et outre la politique, il passe le clair de son temps à rédiger ses ouvrages dont il annonce la parution prochaine de trois livres.
