En cette circonstance marquant le lancement de la réunion a les mission de plaidoyer et de dialogue politique avec les missions diplomatiques, les organisations internationales et les leader religieux, l’honneur m’échoit en ma qualité de Président du Consortium de la Société Civile pour la Transparence Électorale et de la Démocratie (COTED), de vous adresser nos chaleureux Vœux de bienvenue et de la Démocratie (COTED), de vous adresser nos chaleureux Veux de bienvenue.
Votre présence en ce jour est la parfaite illustration de votre soutien à la démocratie et donc, à la transparence électorale qui constitue un volet fondamental du système démocratique assurant l’intégrité des processus électoraux. C’est le cheval de bataille du COTED-Gabon depuis sa création il y a 6 mois, à issue des assises de notre coalition tenues du 23 au 25 août derniers.
Pour le COTED, il faut sortir du cycle infernal des élections contestées, frauduleuses et controversées avec leur corollaire des crises post-électorales souvent jalonnées d’actes barbares de violations généralisées des droits de
de l’homme. Raison pour laquelle le COTED pour des scrutins qui assurent l’intégrité de l’ensemble des opérations électorales.
Il s’agit de notre point de vue, pour le Gabon, de s’arrimer aux standards internationaux en matière électorale avec évidemment la tenue d’élections transparentes, honnêtes, inclusives, libres et apaisées. Pour y parvenir, la société civile compte se mobiliser comme un seul homme auprès des électeurs pour s’assurer de ce que leur vote et le choix souverain du peuple soient respectés.
C’est le sens de notre plaidoyer auprès de vous, Corps diplomatique, organisations internationales et leaders religieux. Aussi voudrais-je faire appel à votre sollicitude par rapport aux défis face auxquels le Consortium est engagé. ll s’agit entre autres de soutenir les résolutions du Consortium le projet d’appui à la démocratisation, à la transparence électorale et à la sécurisation des résultats des urnes; l’obtention des ressources financières et matérielles au profit de la société civile dans le cadre de ses activités préparatoires li aux élections.
Excellences Mesdames et Messieurs, Ceci m’emmène enfin, à parler de la concertation proposée par le Président de la République sur l’organisation des futurs scrutins prévues au Gabon durant l’année en cours. C’est une idée que nous accueillons favorablement, dès-lors qu’elle permettrait aux différentes parties prenantes (majorité, opposition, société civile) de s’accorder sur les conditions d’organisation des élections présidentielles, Législatives et locales inclusives au Gabon.
Toutefois, l’organisation à Libreville en mars 2023 d’un sommet international sur l’environnement avec le Président Français Emmanuel MACRON, et éventuellement le sommet des Chefs d’États et de gouvernements de l’Union Africaine (UA) ne sauraient être ni un adoubement, ni un frein pour l’alternance dans notre pays comme ce qui a eu lieu en France.
En effet, la tenue de la 21 Conférence des Parties (COP21) sur le climat à Paris, du 30 novembre au 11 décembre 2015, sous l’aire du Président François HOLLANDE, n’a pas pour autant empêché que la France connaisse l’alternance à la tête de l’État. Son successeur n’a fait que poursuivre la lutte contre le changement climatique sans que l’on s’attarde sur son leadership.
Par conséquent, mon plaidoyer ici et maintenant est de vous dire que la société civile souhaiterait vous voir jouer un rôle de facilitateur à ces assises, afin de leur assurer une certaine crédibilité, au regard des résultats des différents dialogues tenus dans notre pays notamment; la Conférence Nationale, les Accords de PARIS,
les Accords d’ARAMBO, les Assisses Sociales d’AKANDA, et le Dialogue National d’AGONDJE.
Tout ceci n’a pas contribué à l’avancée de la démocratie dans notre pays. Mais, au contraire, a subi un important recul en créant ainsi endurcissement de la crise multisectorielle, inhérente aux événements post-électoraux du 31 Août 2016, aggravée par la crise sanitaire de la COVID 19, à cause de la corruption massive, du non-respect du code électoral, de la publication des faux résultats des bureaux de bureau de vote, de l’annulation des résultats de plusieurs bureaux sans la reprise des élections, du manque d’enquêtes sur les massacres, de la non-indemnisation des familles des «Tués et des Sinistrés », des des arrestations et emprisonnements arbitraires, du manque de demande de Pardon au Peuple Gabonais etc.
Sommes-nous toujours devant un Bis repetita placent? La Société Civile Gabonaise par ma voix met ainsi en garde la prise en otage du peuple qui croupit dans la misère indescriptible malgré les richesses du pays parmi lesquelles, le pétrole dont le cours connait une nette hausse depuis ces deux dernières années.
Je voudrais donc clore mon propos en remerciant l’ensemble des missions diplomatiques, des organisations internationales et des dignitaires religieux présents, sans oublier notre partenaire CIVICUS qui nous appuie depuis 6 mois dans la mise en couvre de toutes nos activités relatives à la construction de la démocratie dont, la réunion de ce jour.
Que Dieu bénisse le Gabon démocratique.
