Durant trois jours, les séminaristes ont reçu l’essentiel pour leur permettre de faire face au phénomène tant décrié dans les établissements scolaires.
« Tout est bien qui finit bien » peut-on dire à l’issue de travaux du forum international sur la sécurité en milieu scolaire, organisé par l’UIS-Publics sous le thème évocateur « comment améliorer l’encadrement et la sécurité dans le système éducatif au Gabon ». Les séminariste se sont délectés des enseignements transmis par les experts pendant ces trois jours de formation et comme à l’ouverture, les pouvoirs publics concernés par la question notamment les Représentants des ministères de l’éducation ; des Sports ; de l’Intérieur ; de la Justice et de la Fonction Publique ont tous répondu aux abonnés absents, a déploré Jacques NGOUA NDONG en sa qualité de Représentant de la FENAPEG/Estuaire, (Fédération nationale des parents d’élèves du Gabon), « je suis au regret de constater que ce séminaire ne soit pas médiatisé et de ne pas voir la présence des hautes autorités, car il est question de rendre opérationnel, s’il fallait justifier pour évaluer les politiques éducatives dans notre pays, pendant que nous devons nous atteler à trouver des palliatifs des alternatives à l’encadrement, à la sécurité en milieu scolaire… ».
Ces manquements, fort heureusement, n’auront en rien altéré la suite des évènements, à en juger par les recommandations à l’endroit des Hautes Autorités du pays « l’élaboration en urgence des textes juridiques créant le corps d’Assistant de Prévention et de Sécurité Scolaire ; la création d’un code de bonne la conduite pour l’encadrement et la prévention des risques de sécurité scolaire, avec l’implication des ministères de l’éducation Nationale ; de la Fonction Publique, de la Justice, des Finances ; du Budget et des Comptes Publics ; de l’Intérieur ; de la Jeunesse et des Sports et de la vie Associative, le ministère de la santé et des Affaires Sociales ; les organismes internationaux œuvrant pour l’éducation et la formation dans le monde.
Créer un partenariat entre l’Union Internationale des Services Publics et Assimilés d’Afrique Francophone, et le ministère de la Jeunesse et des Sports et de la vie Associative ; et prendre un arrêté gouvernemental précisant le partenariat entre l’Union internationale des Services Publics et Assimilés Afrique Francophone, le Gouvernent gabonais via le ministère technique en charge de l’Education Nationale » etc.
Des recommandations présentées par Ylore OYANDJI le Rapporteur Général qui a cédé sa place au Coordonnateur Général Emmanuel MVE MBA qui a remercié tous ceux qui ont contribué à la réussite de cet évènement avant de s’adresser aux séminaristes en ces termes, « au regard de l’immense charge qui vous incombe désormais, l’Union Internationale des Services Publics et Assimilés s’engage à assurer votre formation de recyclage afin de vous permettre de vous adapter aux innovations d’encadrement et de sécurité scolaire mondiales ».
Enfin, le moment tant attendu : la remise de certificats à tous les participants. C’est donc un tonnerre d’acclamations, suivi d’un vin d’honneur qui ont mis un terme à cette première édition.
