Dossier /affaire à rebondissement au ministère des transports : Brice Paillat commandite des inspections de la « discorde » à Gabon Autosur
Un affrontement entre le SYNADGTT, le SYNADGSR, le SAMTAC d’une part, et la CGPMEI et la FESYTRAG d’autre part serait en préparation pour le lundi 12 juillet 2021. On en veut pour preuve, un ordre mission signé d’Anatole Kabounou Onkoni, le Directeur Général des Transports Terrestres instruit par le ministre des transports Brice Constant Paillat pour la réalisation des inspections prévues par le cahier des charges, et l’arrêté fixant les conditions d’exploitation des Centres de Contrôles Techniques : une démarche désapprouvée par certains acteurs des Transports.
La confédération générale des petites et moyennes entreprises et industries (CGPMEI), et la fédération des syndicats transports du Gabon (FESYTRAG) ; deux organisations patronales qui disent ne pas comprendre l’opportunité de la démarche instruite par le Ministre des transports et exécutée par le directeur général des transports terrestres : celle de procéder aux inspections dans les Centres de Contrôles Techniques.
Reconnaissant le caractère légal de ces visites qui visent à s’assurer du bon fonctionnement des équipements de contrôle technique et de la qualité des prestations, il est toutefois important de jeter un regard sur la pertinence du caractère de ces inspections qui s’annoncent, et surtout, de l’opportunité de les faire.
Selon, certaines indiscrétions, cette démarche résulterait des pressions exercées par le SAMTAC de Ghislain Malanda et le SYNADGTT de Wilfried Diobas Essingone. Pour de nombreux observateurs et agents du Département des Transports, cette réaction du ministre de tutelle est jugée illégale et partisane, au moment où l’heure devrait être consacrée à la concertation et la lutte contre les réseaux mafieux qui gangrènent ledit département.
Situation que dénonce le président de la CGPMEI Emmanuel Marcos Zué Méyé Eyéné qui pointe un doigt accusateur, le Chef du Département des Transports : « J’ai du mal à comprendre que les centres de contrôles techniques fassent subitement l’objet d’inspection au moment où le département est secoué par le scandale de la production de faux documents, de détournement de fonds publics, que monsieur Anatole Kabounou Onkoni DGTT signe des ordre de missions alors qu’il devrait momentanément être suspendu de ses fonction parce qu’il est en liberté provisoire et devrait ainsi se mettre à la disposition de la justice Gabonaise qui le poursuit pour des faits de concussion…
Il y a dans cet ordre de mission que tout le monde peut voir, l’affichage partisane et frontale de la gestion des affaires du ministère des transports. Nous assistons en public à une interprétation bien erronée de la loi de la part des autorités du ministère des transports. Cela est inacceptable, le ministre veut nous imposer de marcher la prudente, pendant ce temps il autorise une marche brutale et violente à nos détracteurs ».
Le président Emmanuel Marcos Zué Méyé Eyéné martèle avec ces propos « Quand vous regardez ce que dit la loi et le cahier des charges qui régulent le fonctionnement des centres de contrôles techniques, il n’est nullement autorisé à la Direction Générale des Transports Terrestres de faire une extension en organisant des inspections ou des audits avec des personnes ou des organismes extérieurs à Cette Direction Générale. Que viennent faire le SYNADGTT, le SYNADGSR et le SAMTAC dans une inspection administrative pourtant régie par des textes. L’article 12 de l’arrêté N°000140 fixant les conditions d’installation et d’exploitation des centres de contrôle technique automobile stipule que « La tutelle administrative et technique des centres de contrôle technique est assurée au moyen des inspections périodiques, par la direction générale des transports terrestres. L’article 9 du cahier des charges en date du 09 Avril 2010 quant à lui dit que l’Etat assure le contrôle et la qualité du fonctionnement des centres et des installations de contrôle technique, de production des et de pose des plaques d’immatriculations, au moyen d’un audit technique tous les six (6) mois » (…) « Les responsables des centres doivent respecter les procédures de déclenchement et de déroulement de ces audits ».
Selon Emmanuel Marcos Zué Méyé Eyéné A aucun moment il n’est fait référence à l’ouverture de la délégation aux personnes extérieures à la Direction Générale des Transports Terrestres. Au regard de ces nombreuses violations de la loi, « nous tenons à informer l’opinion nationale et internationale, madame le Premier Ministre et le Procureur de la République que la CGPMEI et ses alliés s’opposeront fermement à la tenue desdites inspections dans les locaux de la société Gabon Autosur », a-t-il conclu.
